I don't know of any in Harlow, but there is one in Stevenage. I'm not sure why there isn't one in Harlow as I see quite a few bugs & buses about :)

You might try SPLITTERZ (see their website) - the centre of gravity is Chelmsford but they run the VW Elemental Show (Stansted 14th April) and
get involved at Volksfest (North Weald)....................etc;etc;.
